Should i buy a 2003 volkswagen passat 1.8?

They would have a pretty tough time repossessing the car in Germany if payment defaulted. Note they are called BMW Bank of North America. They are well within their rights to demand full payment. If you wish to refinance you will need a lender that operates in Germany. But why do you want to take a BMW to Germany? If you are moving there, buy one there, sell this one here, and save the shipping costs.

How can you trade a car for a lease?

Nothing...it's their vehicle, and until you pay it off they have full control over whether or not their vehicle leaves this country.
You would have to refi with a bank in Germany...no U.S. lender, short of military orders, will let you do so.
