I do a lot of repairs for cabbies, and they say they usualy pick them up at auctions. You better bring a good mechanic, because they usually come with a bunch of minor electrical sabbotage (they rip their equipment out and leave stuff hanging), and most of the time you can only test drive them around a crowded parking lot. (if it starts)Usually after a few hours of working out various bugs, they turn out to be great cars.
Call the town you live in. They should be able to tell you when they do the police auctions. (cars, motorcycles etc)

Don't expect you're going to get a lot of the police "bells and whistles" in the used car though. They salvage out anything that they can before auctioning it off. You're getting a high milage vehicle with a slightly heavier carriage and engine.
