It is very subjective question. To me a Toyota Aygo or Mini Cooper D would represent a 'Best' car in my eyes - great combination of fuel economy and CO2 emissions. Yet if I had a limit less source of money and did not mind being taxed more for CO2, I would class an Aston Martin DB9 as the best car.I guess it depends on your priorities.

It Depends what you mean by "Best", I think the most multi purpose vehicle in the UK at the moment is definitely either the Porsche Cayenne Turbo S or the Range Rover Sport Supercharge, these two cars fulfilled almost all aspect, they are insanely fast (Impreza level) They have 4 doors and a big boot (Estate) They are both big inside (Luxury cars) They are both well made, both very good handlers and both can go off road, but the problem is they both only offer 5 seats, however the Volvo XC90 V8 may be better if you want 7 seats, personally I can't stand the X5.
