I would go through the small claims court. They will listen to both sides and decide on what action should be taken. It will cost you, but the instigation alone might frighten him into paying. You did have a verbal agreement and he should honour this. You can get a form from your local court.
in America it doesn't matter if it isn't a legal document. if he signed the paper that said he was going to pay you some much money by a certain date in return for ownership of an item then he would be held accountable for it. do you have the title for the car still? you should never give someone the title(or sign it) until you have been paid in full. or if you do, you should place a lien on the title.
so in America, yes you could get your money but i am not sure what the laws dictate outside of the us. good luck

you should always take full payment in cleared funds before handing over the keys and log book. Could be worth a call to the local police station, but I fell they will have no interest. If you can prove that the van was yours previously then you can report it stolen.Because the log book even though it may be in the other blokes name is only a document saying who the vehicle is registered to.
If you look it say on the log book that the registered keeper is not the registered owner and therefore if you can prove that you actually bought the vehicle it can be reported stolen and the person who has it now WILL be arrested for theft of a motor vehicle.
So if you intend taking this course of action let the person know first if you don't get payment or a response from them by all means go ahead and go to the police....
