Simple, on new vehicles, the Manufacturer has to provide a compliance certificate and they nearly all won't do that unless your a U.S. citizen and prove your moving to Canada or living in Canada for a short time.
Its actually easier to import a new to you (used) vehicle into Canada but it still has to be certified for Canada and also comply with Canadian safety/emissions recalls before it can be registered. Also, factory warranty is usually void.
