Question:
We wont have any affordable zero emmision vehicles for years I'm searching for a way to own an affordable electric highway ready car. I need at least a four seater with a good range. They make all the NEV'S with seating for four. But that is not practical for me as are most conversions. Any help would be appreciated. I am not much of a do it your selfer.

how is Honda Stream 07' model?
I have to echo what others have been saying here. The Feds make it very difficult to get non-approved cars on the road. Though if you have a large piece of private property to drive it on, you can get away with that. Once it's in the country, you could 'cheat' if you're careful not to get caught (I'm not saying this is a good idea!). Also, there are relaxed regulations for NEV cars, which have been speed limited to 25mph. There may be a way to do it if you can make this modification.*
Since one of the previous posters is trying to tell you that electric vehicles pollute, I will point out that an electic vehicle can be a ZEV if you charge it at night. Electricity goes to waste at night because many powerplants can't shut off when demand eases. Therefore, no new pollution is created.

But even if plants burn dirty fuel, EVs are always cleaner because of the greater efficiency with which power plants burn fuel, and also the improved efficiency of the electric drivetrain. This is easy to prove by looking at the price of fuel for each type of vehicle. Electric vehicle electricity cost, in most places, comes out to 1 to 2 cents per mile. Gasoline is closer to 10 cents per mile. This price disparity exists because the EV can travel further on less energy. Greater efficiency means less pollution created per mile.
This vehicle needs to be inspected by the "Feds" to determine if it meets current EPA and safety specifications. If not they won't let it enter the country. Sometimes there are exceptions, but its nearly impossible to get a title. Check with U.S. customs, and the usdot. Also your state Secretary of state to inquire about registration. Good luck
how much could i get for a 1982 chevy silverado that doesnt run but in decent shape otherwise?
No. That vehicle does not meet US emissions and safety standards. It's not possible to convert it either as there is no approved importer/conversion firm for any Citroen model. How do you get a car title once one is lost?
There is no such thing as a true ZEV yet. An electric car only exchanges the tailpipe emissions for the electric power plant's emissions. Depending on the source of the power, that may be better or worse than the tailpipe emissions.
