3 or 4 a year you would not need a dealer license. But you need to check with you state laws on that. But I'm pretty sure 3 or 4 a year would not constitute a dealers license. I sell on avg about 12 cars a year out of my business. I have to do10 a month in order to use a dealer’s license. I'm sure your going to be ok with 3 or 4 a year. But again check with you local DMV for the law on this.

no but.. when you buy a car and you sell it..don't register it till to yourself..when it is sold egister it to the new owner...and then you can save the charge fees

Depends on what state you're in. In California, I understand it runs about $200. If you're only interested in doing a few deals a year, it might be easier to just incorporate yourself and do the deals that way (as long as you weren't planning on hanging on to the vehicles yourself)... just being the middleman.
