Can a car dealership sell a car that has been wrecked as a "new" car? Do they have to disclose that info?

I bought a new car. I complained about the paint on part of the car. Just found out that the car had been wrecked. When I traded my car, I had to sign a disclosure regarding any wrecks. Aren't the dealerships required to disclose that type of information, especially since they sold it as a NEW vehicle?
