yes! the dealer or car lot has to verify that you can legally drive off the lot in a vehicle and they use your license number to do a background/credit check on you....as far as i know it's like this in every state...i know in GA and NC they asked me both times....You do not need a Driver License to purchase a car or you do not need to have the vehicle licensed for that matter. You could have it towed or hauled to your own storage place or private property. But you will be unable to drive legally on the Public roads.
