Virginia (.002% sales tax rate) = $140.
California (.08% sales tax rate) = $5,600.
The car will be purchased in VA, shipped to CA where it will be registered/licensed.
Do I have to pay both state's sales tax? Or, can I legally avoid the CA sales tax?

First off VA Sales tax is 3% = $2100 + aplicable gas guzzlers tax. i think you got the VA state tax confused with an area sale tax (varies on different areas of VA)

The only way to avoid paying the higher 8% tax in Cali is to register and title it in VA first but you would have to prove residency. If not just tell the dealership you are going to register and title in Cali and the can adjust the tax there. You WILL NOT have to pay both states.
