I would say perception has quite a bit to do with it. Many people were burned with some of their vehicles in the 80's and 90's and it's because of those products that many are leery of returning to buy them again.

Ironically, GM and other domestics have reached and passed some of their foreign competitors in some vehicle segments, yet you don't hear the media harp on that. Some of this is attributed by people who always like seeing the giant fail. Walmart-syndrome, where people just dislike a corporation without any viable reason, rather, "just because", and I personally believe GM is one of them.
