My Parents both died and left cars, the registration expired and I owe $14 each car plus liability and registration to make current? I just want to sell the cars.

I don't believe so in most states; all you need is a current title (And if they are dead, you may have a problem with getting a power to sell or a title in your name to convey) which may be a much bigger problem.

Why are people so dumb and ignorant?

You can include the registration fees in your selling price- pay them off after they're sold. When you go in to take the release of liability to the DMV, pay the outstanding fees first, then turn in the release. By doing it that way, you ensure that the fees are paid off. If you don't, the person that you sell it to will be stuck paying for the fees otherwise they cannot register the car. In most situations, people will hesitate and decide to wait until they feel like it to turn in the paperwork- this leaves you in a position of liability for the vehicle until the DMV receives that paperwork. If you don't pay the fees, the DMV can also garnish wages and issue levies.

It's fairly easy- I always cover past due fees with whoever is buying a car from me and they are almost always willing to pay them to me and have me take care of it for them.
