Honda's are good and reliable vehiclesCHEAP? Thats not a good way to go. Try the scion, or the civic, or the jetta. Those are all under $20,000. Thats about as cheap as it gets for a brand new car.
Kia and Saturn make great cars, awesome gas mileage (30-35) for around 12-15K. Great warranty as well.

I would look into Toyotas. Not only are they reliable, well built cars, but they keep their resale value like no other makers. You could drive it for 4 years and then sell it for a great amount.
