Can anyone explain to me the current car tax in Georgia?

Question:
I'm about to buy a used car, likely from a dealership. I can't seem to figure out what taxes, if any, I'll owe on the car either at the time of purchase or later when it is titled/registered to me.

The Fulton county tax assesor's link for calculating ad valorem tax is dead and I read they were thinking of doing away with the tax altogether, so now I'm lost.
