Philippine motor plate starts with "U", when was it registered?

I want to ask a question. I am planning to buy a car, its plates starts with "U" and the seller tells me its a model (or was purchased) 1997. Is he telling the truth? he says the manual as well as other records were lost. What are other ways to verify if indeed the car was purchased 1997? the car looks and performs well. I have no complaints with regards to the mechanical aspects of the car. He presented me with a "new" LTO registration. But we're in the philippines and of course even government records can be made to show figures and data that may not really be accurate (somebody in the LTO can be paid to this end).
Guys, please help. This issue is the only thing stopping me from buying the car. I want to know if its a 1997 or if an earlier model, of course it would help me negotiate for a lower price.

maybe you could try checking with the vehicle manufacturer. they will have different ways of determining the age
