I used to sell cars in America. in OHIO.NOT THE DMV..At the county courthouse, a record is kept of EVERY owner, in sequence, of the same car. They would have the records of each title transfer, from owner to owner.
However, this may be a matter of public privacy... and only the police or a private detective could intervene.

Call the dealership of the make of the car and see if has been serviced in the past. If the car was under warranty the driver would have more than likely brought it to the dealership he bought the car from. Example Honda civic , call your local Honda. They can put the VIN number in the computer and see when the person came in last and who they are. Just tell them your thinking of buying the car and you just wanted to know how well it was kept and if it really was lady driven, Good Luck
