I need to find list prices for used cars, as in the book used by dealers etc.?
None. Whatsoever. In some states there may be local regulations. For example, in Colorado, sellers are responsible for a vehicle being able to pass emissions tests but only for three days after the purchase. But they are not responsible for anything else.As far as I know, the best - and the only - assurance used vehicle buyers have is an independent inspection by a local(!) company like this one: http://www.anti-lemon.com.
In PA, I disclose all vehicle defects on the buyer's order and buyer's guide, however if I sell you a car that has frame damage, (my mechanic missed it, happens almost never), I will buy that car back, it would be illegal for me not to.
Otherwise what each dealer does to its cars, is entirely up to the dealer.
