Should I buy a 1986 16v VW Scirocco for a daily driver?

It's for sale and I'm going to look at it Saturday. It doesn't run, the guy said it has electrical problems. He only wants $300 for it. It has 102K miles, black 16v 1986 model. There is suppose to be a really good VW shop here in Vegas, so I know where to take it. I figure if I drop a grand in repairs and a grand for new paint, I've got a bad *** car. Well?
