Yes. Its called fraud.
PS - I doesn't matter if you have problems as a result about the non reported incident. If the seller tells you that the car has not been in an accident and it has he has just conducted consumer fraud. If you bought the car from him and didn't ask if the car had any trouble then it would most likely not be fraud although some courts might rule otherwise if they believe that the seller has a responsibility to report this.
