Can an individual who is not a car dealer get reported for giving out several temporary tags to someone? How?

I own MARRUTI800AC Model 1997 for which I want exchange for new model 2002 onward from where I get?

I dont know what state you are in but in NC,you would have to be a dealer to get temporary tags,and yes it is illegal to issue more than one per sale..
