DMV. County Tax Appraisers Office can also do something, either way it there is going to be a fee and a tax that has to be paid.
Disconnect the drive train and it is totaled, takes about one minute to do that.
Totaled vehicle gets a new title.
But that might be against a law. I am pretty sure it is.
