I am a car dealer and I can tell you that the ONLY reason that someone under 17 would not be able to title a car is if you bought it at a dealership. The reason you cannot title a car at a car dealership in your name is ONLY because of contract laws. If you sign a contract and you are under the age of 18, you can rescind the contract. Dealers won't let you title a car under the age of 18 to prevent you from bringing the car back. The title office, if you buy from an individual.....doesn't even care. At my particular car lot, if the parents sign contracts...............I let them sign a statement that THEY are buying the car, but the title goes in the kids name. Even a dealer such as myself might do it if they know their paperwork. No you cannot buy a car from an individual until you are at least 18. And you cannot register it or get insurance. No one at a lot is going to sell you a car or offer you financing either you are to young to be considered mature enough to make this kind of decision. Talk to you Parents.
