Go with a Volkswagen. The newer ones are about $14,000 even for a soft top, and get good mileage and are lovely.

It all depends on your budget...a 15 year old civic might be the perfect first car for one person while a 2007 mercedes might be the perfect car for someone else. Hondas have a reputation to run well for a long time, are easy to maintain, and get decent milage.
