When you buy a pair of mid-ranges, is the power rating for each speaker or the pair as a whole?

Question:
Example: A pair of Rockford 4x6" speakers is rated 40w RMS and 80w MAX. Does that mean that each speaker takes 40w RMS or does it mean that each speaker takes 20w RMS?

i am trying to find out how to wire my subwoofers up. they have 4 voice coils on it and now my music is barely

its per speaker. its 40 rms power to run each speaker. its 80 watts max each speaker so 2 of them would be 160 peak power
