FM radio cant lock onto signal for 10-15 minutes?

Question:
alpine 9827 which i have for 2 years suddenly cant receive and lock onto FM signal for 10-15 minutes(too much hissing/crackling), but once its locked to the signal its okay. Soon as i switch it off, then on again, it does it again! Anyone has a solution aside from tossing it?
I've already changed the cables and antenna. (grounded the deck and the antenna too which eliminated the alternator whine when listening to the AM traffic news) It's so annoying!
