Does anyone know who ACTUALLY Invented the first vehicle Siren?(consisting of a loud repeated sound)for an Emergency Vehicle?(such as a police car/ambulance/or fire engine)and when?

I have no idea who invented the siren but it brings to mind a story that I heard years ago. It seems that a southern sheriff was having some problems with his patrol car's siren. He took it to ol' Cletus, the town mechanic, to get it fixed. "Wut seems t' be the trouble?" drawled Cletus. "It's the siren". answered the sheriff. "Well, wut's it dewin'?" Cletus inquired. "Well," the sheriff replied "It'll sigh, but it won't reen."
