Recommend the Whelen PAP112 power airhorn w/pa and you'll need a speaker like the SA314P to go with it. Easier to hide than the horn type. Much better than the crappy CB's with a PA output. This is what the cops use, and this product is available to anyone. It doesn't have a siren, its typically used for volunteer vehicles.
