Traci M has it correct. You need a Code to unlock the radio.
Check the owners manual, if you bought the car new, follow the directions for code installation. If you bought it used the former owner may have written it down. If not a dealer can obtain a factory release code and then you can put in your own code.
I worked for a GM dealer for many years and we never charged anyone for unlocking a radio, whether they purchased the car from us or not. It is not a complicated process.
The other option is to hook a battery charger to the battery and let the vehicle sit for 6 to 8 hours with the ignition on, engine off.
Best bet, go talk to your local dealer.

the delco in my firebird disables itself if you un hook the battery, its a anti-theft device, theres a code to put in, you could get it from the dealer, or read about it in your owners manual. (if the radio is stolen, and not removed properly, it wont work gor the thief,you have to put the code in, then remove from battery.)
