Would a subwoofer rated at 600 watts RMS w/2 ohm DVCs need 600watts@1,2,4,&8ohms;Or does it change w/ ohms?

Subwoofer is rated 600 watts RMS w/ 2 ohm Dual Voice Coils. Depending on the wiring, the impedence will change from 1,2,4,etc. I understand that CLEARLY, but are the watts required always going to be 600 watts no matter what the impedence, or is there a direct correlation between impedence, load, and required wattage?
