You should be able to install your fog lights with just a toggle switch (and the right wiring). The fuse is optional, but recommended. The wiring is very simple. No relays needed. Whatever instructions are not included with the fog lights are right on the switch. I did fog lights 2 years ago and besides getting the power wire through the firewall, it was a breeze. Good luck!
