10 meter Radio and CB radio?

OK, as mentioned b4 a friend of mine just gave me a Connect 3300 10 meter radio. It has 40ch. hi/lo band, a,b,c,d,e,f Bands. I can hear CB CHs. 1-40. speciallu 19 and the popular local chs. im hearing i gtta have license just to operate this..can sum1 elborate?
