I have a Pioneer 760w Amp. It's model gm 5200 I believe. There is power to the amp, because the led works. The subs work fine because I tryed them on another vehicle. I just changed the fuses on the amp, and the speaker wire to the subs. The head unit is brand new and so is the RCA cables.

What you will wanna do is check and make sure the wires are connected correctly + and -, then get some kind of current tester to see if the wires are "hot". If you get all that make sure the ignition wire or "remote" wire is connected and getting a current. If all else fails take the head unit back to the dealer and tell them you think the RCA outputs are broke and they will check them or just give you a new head unit, either way that will rule that out. Good Luck!If you are using the sub out preamp connection on your head unit, make sure it is turned on. Some manufacturers like Alpine ship their head units with the sub out pre amp connectors turned off. Check your manual. If you are just using full range pre outs then possibly you have forgotten to turn your gain up on the amp.

Looks like your amp is something like the GM-5200T, which incidentally, only does about 380 watts bridged @ 4ohms continuously. Peak power ratings (such as what you listed there as being 760w) are really irrelevent and theoretical. Go by the RMS/nominal/continuous output ratings. First, find a digital multimeter (a DMM) and test the voltage at the amp. Make sure you are getting apx 12volts at the amp at the power and remote wires. 11.8 or so will make it play, 13.8 to 14.4 is ideal. You want to use the ground wire on the amp to test all this with. An LED can come on but that doesnt necessarily mean you have adequate voltage.

If you dont have good voltage, then re-examine your ground (good clean metal to metal ground, same size ground wire as the power, and no longer than 18 inches from the amp), your power wire (should be run on the same size of the vehcle as the battery to insure the shortest run possible, 8 guage should be sufficient for this amp; clean uncorroded battery terminals), and your remote wire (14 to 18 guage wire is fine; if you are having more than 2 or 3 components run off the same wire, use a relay to beef up the amperage for it all).
Second, pull the sub and check the impedence of the woofer (the ohm load with the DMM). While you are at it, make sure your speaker wires are connected to the sub. I've seen many ppl have problems only b/c a sub wire came undone at the speaker and they never knew it. Check to make sure your connections at the box are fine, both inside and out. If you are bridging the amp, make sure you are connecting the subs to the right output: though not likely a problem, I've seen some cases in which an amp is in "bridge mode" and the only thing that works is that one bridged output. Rare, but it's happened.

If all this checks out fine, the problem could be in the RCA output of the radio or in the amp itself as you said you have new RCAs going through the vehicle. You didnt mention anything about the radio so I assume it's working fine, guessing that it's playing your mids/highs. However...

If you have multiple RCA outputs on the back of your radio, try using a different set than what you are using. You can have a problem in one of the outputs of the radio. I would think it would be unlikely that all the RCA outputs of a head unit would fail at the same time. Also, some radios, like some Pioneers for instance, have the RCA outputs bundled in a plug that has to be connected to the back of the head unit. If that plug comes out, then you wont have a signal going to your amp. Your amp can be on, but no output. Also check the sub output on the radio settings, make sure its turned on (good suggestion above on that!)
Aside from those things, here are some other tips:
If you have another radio you can pop in and test that would be cool. If you have another car or a friend with a system who's radio you can pull out easily and run RCAs from the back of his radio to your amp to test the amp, that could work (If a 2nd radio can send a signal to your amp and you can hear some output, then the problem is most likely in your radio). If you have another amp you can run your RCA's to from your existing radio, that could help (if your radio is sending signal to another amp with problem but not to your existing amp, the problem is most likely in your existing amp).

On most amps that ive seen the speaker outputs are lined up++ - - so make sure you have it wired correctly
