Sounds like it could be a couple problems.
1. Subs firing out of phase causing cancellation. -- Check wiring for correct polarity (reverse the polarity on ONE of the subs and see if you notice a dramatic increase in bass.

2. Incorrectly wired? You could be showing the amp an 8ohm load, reducing power output.

If the enclosure is designed properly, 10 inch woofers will provide plenty of bass.

The JBL's or any other brand for that matter will not know that you want to use them for bass or sub bass unless you have them hooked up to a crossover. The impediance really has nothing to do with it. The enclosure depends on what you want to use the speakers for and there are many types and designs. There's a mathematical formula which you can get from any speaker design book - however don't forget the aforementioned. If you have let's say 40 Hz - 16 KHz pumping into the speakers then you'll get just a full range sound with no particular emphasis on bass or any other frequency. A simple crossover setup would be 40-60Hz on the sub bass, above that to about 1KHz for mid bass, and the higher frequencies for mid-range and treble. If you're going to use mono amps, I assume you're intent is to use separate amps per speaker. Well here's the deal. Preamp hooked up to equalizer which is hooked up to the crossover which is hooked up to the various amps which are hooked up to the speakers. When setting up the equalizer, connect it to a pink noise meter and a flat response microphone placed in the center of the room. This will measure the acoustics of the room and give you a basic reading on how the equalizer should be set. You can always "fine tune" the equalizer a little after that i.e. lowering the 3 - 6 K frequencies etc. Once set - leave it alone. You can't just port a sub box, it must be designed and made from scratch. There are formulas to determine the length of the port with the tuning frequency of the box. Porting a sealed box will only make it sound like crap.
Check the wiring, make sure that both speakers are in phase (the +/- are both correct). If they're out of phase, the signals are going to cancel each other (this is in a perfect world, no two speakers are exactly the same, one is going to sound different than the other, but unperceptible to the human ear so you wont get total sound cancellation). Also make sure that your box is big enough for your speakers, smaller the box, the more accurate your bass, but you'll lose SPL usually.
