How can I test a used electronic crossover before I buy it?

Question:
Someone wants to sell a used electronic Legacy crossover. I could use one and this is real cheap. But how can I test it to make sure it works and I don't get screwed? I don't have any systems put together yet. Just gathering the pieces

I would recommend a mtx 3 way crossover they work great and helps the ground noisy problem. If still want to check that crossover , the only way to do it is to connect it to a system a listen to it.

How can i hook an after market mono amp to a stock radio if there is no rca on deck.?

If good sound quality is a concern, don't buy it. Legacy is known for crap products, sorry.
What do you need it for? LowPass, HighPass, MidRange? You really are better off using the crossovers built into the amps that you'll buy.
Crossovers are important parts of audio systems. Most people don't realize that they don't need them b/c the amps' crossovers' are almost always of higher quality. You'd be doing your system no justice by using this.
Spend the most money you have for your system on your amps. These are the most expensive parts -meaning, the most important. Use the crossovers in them and you'll be happy you didn't buy the Legacy. It would probably add noise anyways, as it is very low quality.
