if by best u mean loudest then pioneer. they currently have the record for 12" sub. also the 22" mtx jackhammer is insane, but is over $7000, then the amp and stuff to power it.

Your best chance is to go out and ask a professional at an audio shop and get their opinion. I currently use Pioneer and its very good. JL AUDIO SUCKS trust me, i had a 15" and it was faulty to the shi#house. just do your research and you will be fine
