They work by using a feature of car radios called EON (Electronic Other Networks), which means the radio is 'listening out' for a second channel as well as the one that you're actually listening to.
Basically, the Local Radio station activates this feature by a button on the disc-jockey's console. When the traffic announcement is finished they're supposed to cancel it. Too often they don't cancel it and the thing runs on for 90 seconds before it automatically times out.
