Check the maintenance records anyway - though it isn't a gaurantee that you won't have problems later, it is a gaurantee that you will if it wasn't done.

I have an 03 Neon SXT that has 117,000 Miles on it, and I had to replace the clutch at 112,000. It still has all the power and fuel mileage that it did on day one. I drive it a little hard but I baby it and only use Full Synthetic oil. 45000 miles is not much depending on how it was driven, but with these cars, driving style makes a huge difference in how long it will last.I own/have owned four Neons: '95, '01,02, and '05. I have had no significant problems (no mechanical) - they all were meticulously maintained. My '01 did have to have the sunroof replaced twice, one headlight changed and two batteries (bad batteries) replaced. That is it. Consumer Reports, which has been largely unflattering of the Neon over the years, rated the '04 and '05 Neons as worth a look as used cars.
The Neon has been known for its brakes, handling, roomy interior and economical price. After hundreds of gas fill-ups, my mileage averaged about 24-25 mpg in mixed driving.

I have had a 1997 Dodge neon and a 2003 Neon SXT I loved both cars and found no flaws in either of them ... I bought a Dodge intrepid to replace the neon for a larger vehicle other than that I would still have it.
Some notes: They still use the 420A 2.0 engine accept for the R/T and this engine has been around since the 80's and still going!! just something to think about!
