More info is necessary to determine the fate of your engine and the options available to you - rather than purchasing a whole new motor. What was happening that caused it to lock up? Did the cylinders fill up with water or fuel? More info is needed because it may be as simple as turning the engine over by hand to free up movement of the pistons in the cylinder. After that, set the timing again and give it a shot. Assuming it starts, it will run rough for a bit until it warms up. If any damage to other internal parts of the engine have been caused by the lock-up a veteran mechanic will be able to hear it. For instance, if the lock-up resulted in a bent connecting rod, it would be more economical to drop the oil pan etc and replace the rod than it would be to pull the motor and replace it with a used/rebuilt one.
My girlfriends sunfire locked-up after one of the cylinders filled with fuel from a bad injector harness shorting out, but with some careful work, a thorough inspection, and a fresh tune-up it runs like new.
