1995 remote will not work with the 1998 V70. You need to go to the dealer for that year car. They will use a VST (Volvo System Tester) tool to program the key to the car. You will not be able to program any remotes to that car on your own.

If you haven't already tried it, follow the instructions in your owner's manual for the V70 remote programming. I'd be surprised if it worked but you never know. Having offered that suggestion, I don't think the remotes are compatible. Volvo seems to have enough toruble with programming the remotes on the cars they were designed for.
