the jack and the lug nut remover is under the passenger seat you have to tilt it forward like you would if someone is getting into the back seat of the wrangler and then the other bars and what not that you need to reach the jack and be able to use it are located on the floor again on the passenger side but by the body panel that sticks up by the door. itll be in a black bag velcroed to the floor so dont just yank up on it.Unless a previuos owner relocated it,its under the hood on the passenger side fender.
Jeff is right,on all 97-06 wranglers it should be mounted under the passenger seat.
