1991 dodge daytona headlight?

i cannot get my headlights to pop open.. its a 91 dodge daytona.. i just fixed the brakes and the battery.. what should i do.. ? i dont have lots of money to take it up to a shop? is there anything i should look for and how to fix it?? thanks 8]

My thought is that the push/pull energizer has bit the dust or binding somehow. Go to a vehicle recycling yard and look into the assembly.
