simple things you could do would be .....remove the standard exhaust system and add extractors with a free flowing exhasut system ....have the computer chip altered to change the fuel / air mixtures and other settings but you would need a specialist to do this.to alter the torque...you could change the ratio of the gears and / or differential.

They will dyno tune it to get the most from what you have, with the fewest new parts possible. Recurving a distributor, the best spark plugs for the application and heat range, the best tuned your carb or fuel injection can get, best sparkplug wires and ignition coil... they have the experience and the test equipment to do the most for what you can afford.
If you've got less than a hundred to spend, K&N airfilter is good for 10-15 hp. I've dyno'd my 372 HP 426 cu in, 3 times, and the K&N has no drag effect at all on the results. A regular fram was 15 hp decrease.
As a beginner you have just 2 options, learn the hard way by making the same mistakes everyone else has, or take your car to a dyno and pay the experts whatever it costs to achieve your target horsepower. Option number one leaves you walking and asking for a lot of rides. Option 2 has you smoking tires after a couple of hours, easy chioce huh?

theyve mentioned the basics, but the best HP/dollar deal is always going to be a supercharger/turbocharger system. for around 2500 bucks you can add over 50% power on many applications, often more.also, next time, tell us what trim level. If its a v6 mustang, the cheapest option is to sell the car and buy a GT. Seriously. Sometimes is much more efficient to start with somehting for that purpose than to try to make one out of something thats not. Its like spending 5 grand on a car, then 10 grand on mods to make it the same speed as a 7-8 grand car. It makes no sense.

-Catback exhaust (do it for the sound, not for the power)
-Intake Plenums (I've seen dyno sheets that say they add power and sheets that say they cost power, it wouldn't trust them.)
- Shorty Headers (have you seen the engine bay? if you're going to do headers do full length, either way its alot of work.)
- MAF sensor - the stock one is huge and very accomodating. Only upgrade this if you've switched engine mgmt systems and they require it.

The best mods you can make, in my opinion, to a 99+ GT are either a power adder or gears. A power adder will cost several thousand dollars, superchargers ($3-5k) and a little more for a turbocharger ($4-7k). Thats just the cost of the kit. You'll need to install it, tune it, and take care of all the little details. If you do you'll be rewarded with anywhere from 80-150rwhp without touching the rest of your motor. Some can make even more power if you get a little bit crazy with it.
Gears are also a good mod and are alot cheaper (about $500 installed). They really wake the car up and make it fun to drive without touching the engine.

Don't listen to what people have to say unless they can prove it. Everyone has an opinion, of most of them have wasted money. Go to the track and ask the guys who run fast in similar cars how they got there. Or go on a good forum (Stangnet, Modular forum, etc) and read as many posts as you can. That way you can separate the BS from the fact.

If it is a automatic talk to your local transmission shop about a good shift kit and torque converter. If it is a stick do your research on performance clutches.
Unless you plan on this car being a track car or a drag strip car....leave the pulleys alone! Under drive pulleys WILL restrict your flow of water (CAR HOT CAR DIE) and under charge your battery.
