In terms of safety, the best cars, hands down, are volvos, and older models are safest. New volvos are made by ford and are really more of a luxury car; I would not recommend them, they don't drive very well, and the visibility and maneuverability is inferior to older models. Old volvos though, can be pretty cheap on the used market, and they hold up very well (mine is 22 years old and has 208,500 miles on it and runs very well).

If you don't want to buy a very old car, you might want to look into a honda civic. They're smaller and lighter--slightly less safe, just because they weigh less, but they're still a good car. They also get amazing gas mileage, and hold up very well--probably the best value for your money.

There are a lot of other good options out there. Overall, a few things to consider: (1) buy a car with a V4 engine. Less power--but it'll get much better mileage and be cheaper. (2) try to buy an older car with low mileage--cheaper but it will still hold up. Anything new or under 2 years old is probably going to be overpriced. (3) get someone knowledgeable (have any mechanic friends? it's worth paying someone a little to do this.) to inspect the car before buying it...you don't want to buy a car only to find out it needs major work a few months later.
