I have had this happen to me before, the solution I used was to remove the pump AND bracket assembly. Set this on a workbench so the pump is vertical instead of horizontal and spray generously with a GOOD penetrating oil, let this sit overnight and try again. IF you just can't get the pump pulley off, buy a new pulley and cut the old pulley off whether you cut the pulley or cut the pumpshaft is your call. PS pump pulleys are a PITA and I wish you good luck.
