depends on the car...if it's carburated then a vacuum leak will cause this. If it's fuel injected then the IAC solenoid could be bad.

i own a repair shop ,and there's a lot of things that will cause a low idle on any car,for one a dirty air filter will cause one to about die when its idling,and also a bad gas filter will also do the same thing,and the ignition timing will also cause it,the most common cause for it is dirty filters on it that's the most common cause for it on most cars,you,ll probably need to check these,and also a bad set of spark plugs will do this ,when they start getting a lot of miles on them they become weak,and that causes a bad low idle on most any car made,good luck,i hope this helps.,,,PS i did forget to mention that if its fuel injected it could be the idle air control valve could be bad on it,good luck with it.
