If you are upgrading from a smaller say a 15 or 16" wheel then yes the bigger wheel will require a shorter , stiffer sidewall that will give the car more responsive handling. The tradeoff will be sacrificing some ride comfort but I would expect this sacrifice to be generally small, varying on your new tire choices and tire pressures you decide to run.

More rolling mass. A larger rim means more mass you are trying to roll. Personally, I would rather have a smaller rim and roll air than roll more metal. Expect slower accelerations, longer stops and harsher ride...but if you're going for the bling, then I can't help you.
