Too many hard drugs! There is no such thing as a 1770 ss396. If it is actually a couple of centuries newer than you at first suspected, It would be a matter of elimination. Gas, battery, starter crank, spark plugs, spark plug wires, etc, etc.Where are you located? There are thousands of places that can test your car. Best to go to a reputable place and spend some time talking with the mechanic about what process he would go through to identify the problem (s). If he has a pretty good, sound plan of attack, I'd set a dollar limit for him/her to spend in trying to locate the problem (s). Then he/she can offer you an estimate of the cost to repair the vehicle.

It's simple: air, fuel, ignition. You have to check it out carefully. First check for ignition...remove a spark plug wire, hold it a little off the plug (using plastic tweezers or insulated pliers), and have someone crank the motor. If you see a spark, the ignition is probably fine.

Check to see if the air filter is clogged. With the air filter off, check to see if the choke is closed. If it is, hold it open and look down the throat of the carb while you work the accelerator linkage through it's full motion. Each time you floor the accelerator, you should see a squirt of gas going into the primaries. If all of this is ok, the car should start.

If you find that the problem is that the carbs are dry, it's possible that there's a leak somewhere in the carb. If you can't find any obvious leak, it's probably going down the throat of the carb. Another possiblity is that when you turn the motor off, heat soak causes the fuel to boil out of the bowl. An electric fuel pump can fix this, since it will fill the bowl even if the motor isn't running. The stock mechanical pump obviously won't.

Check all terminals. Check battery voltage. Min 11.5 cold. 13.5 - 13.8 with motor running. Pull starter and have it checked for amp. load. Brushes and bushings could be bad. Commutator may need to be turned. Rear bushing is replaced by buying a new rear starter plate. Blow everything clean reassemble and try to start.
