if you are able to run the VIN through CarFax.com it should tell you the location and general condition of the car but not who owns it. doing some phone work after that should tell you where it is registered and may or may not put you in contact with the owner. Most likely if you are making an unsolicited offer to buy the car, they may offer to relay the offer to the current owner. It would be up the current owner to contact you. There may be a better way but i don't know of any.
