i own a shop,and its just a law that some states have they say the reason for this is it distracts other drivers and causes accidents,that the reason they have on the law books for it,and most states are soon going to pass a similar law also on this,but that's why ,good luck with it hope this helps.

im not sure but i think its because having such lights underneath your car is a distraction to others and since those coloured lights have no meaning like for the front of the car we have White light to tell cars infront where your heading and Red light at the back to warn oncoming vehicles , but for neon lights they have no meaning .
