96 Ford Tempo, fuel pump stays on at 38 lbs, whizz in tank continues and car will not start?

Question:
Usually works good at first start, this happens after it gets warmed up and you have shut it down. Later when all cools down, it will start again. When it does do right, the fuel pressure drops to about 30 when pump does that brief start thing. If it whizzes on, it will not start.
